The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Transport Corridors for Economic Resilience (TRACER SOP2) project and intends to apply part of the resources to consulting services.

The consulting services (“the Services”) will focus on the strategic planning, project preparation, investment modeling, and promotion of the North–South Railway infrastructure project. The scope is structurally divided into the following key thematic areas: Task 1: North–South Railway Exploratory Initiative & Pre-Feasibility Studies; Task 2: Segment-Specific Investment Planning & Customized Financing Models; Task 3: Investment Promotion & International Investor Conference.The expected duration of the assignment is 24 months. There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The Consultant will report to the Portfolio Coordinator of the central Portfolio Coordination Unit (PCU).

The Ministry of Transport and Logistics (MTL) now invites qualified individuals (“Consultants”) to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work and (ii) a cover letter, specifically addressing how the applicant fulfills each of the mandatory selection criteria. It is mandatory to specify the reference number and the job title, for the Application to be considered. The criteria for selecting the Consultant are found in section five (5) of the Terms of reference.

The attention of interested Consultants is drawn  to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Rules for IPF Borrowers of September 2025 (“the Rules”), which sets forth the Bank’s policy on conflict of interest.
